Secretary of the Board

Timothy "Tim" R. Allen has 30-plus years of international leadership experience in the conception, operations and oversight of health and education programs in Africa, Asia and Latin America.


Tim serves as secretary while also sitting on various committees, and his work at the field, country, regional and headquarters levels offers MCD a wide range of practical and strategic experience.


Most recently at Management Sciences for Health (MSH) he led initiatives to build country presence and local ownership in the Democratic Republic of the Congo, Ethiopia, Ghana, Haiti, Kenya, Nigeria, South Africa, Tanzania and Uganda. He developed the strategy to establish local MSH affiliates and founded the independent MSH-Peru. Tim co-led client relations, positioning strategies for MSH resulting the acquisition of two USAID cooperative agreements with a total ceiling of $564 million.


Tim also worked for an affiliate of Harvard University where he oversaw leadership programs for emerging women leaders and NGO executives and developed funding sources from the Organization of Americans States and the Kellogg Foundation. Prior to Harvard, Tim led initiatives for Plan (Plan) International in strategic planning, crisis management and global program quality standards. While in Plan, he lived and worked overseas directing individual field and country offices and served as the regional director in South America. Tim has a master’s degree in International Administration from the School for International Training, Brattleboro, Vermont, and bachelor’s degree in International Affairs from the School of Foreign Service, Georgetown University.
